New to our tour, we'd been told about unreasonable meal costs. Bathhouse Café, outside the Rotorua Museum overlooking Government Gardens, was our first test, and we 2 had a fine lunch for NZ$ 24.50, or just under US$21. New Zealand's lunch counters seem to have 3 layers of lunch - a kitchen-cooked dish that's pricey (NZ$15+ or so), large heated quiches or sandwiches that you can easily split (NZ$12 or so) and smaller cold sandwiches and such (NZ$5.50+). We found splitting a hot sandwich or quiche and a beer or soft drink apiece was plenty to eat, and not expensive at all. We placed our order, got a "number" to display on our table, went outside, and momentarily the staff brought out our heated lunch with a courteous "everything all right?" A very pleasant experience and a major relief as to our ongoing meal costs!
