On our last night in Tallinn we stayed at the Viru. The hotel is centrally located, and can act as a beacon when trying to find your way back, it's a huge building, there's no way you can miss it.
The top floor is the old KGB office floor, nowadays a museum. Nothing to rave home about, but worth the walk up to the 23rd floor for the views, if your room as a less interesting one.
The room (on the 9th floor) was big and comfortable. Coffee machine in the room, almost too much, since there's a rather nice communal coffee/tea machine on the hall.
Breakfast was very nice, in a private room, apart from clients from the neighbour hotel.
Definitely not a boutique hotel, but not a bad choice if you don't mind these big hotels.
