I discovered La Villa Racine walking back from dinner one night to my very average hotel a block away. My coworker and I noticed the courtyard, and we were invited to take a tour of the rooms by the friendly staff. We changed hotels immediately the next morning.
The Racine has the feel of a top rate boutique hotel in the US, with thoughtful decorations, unique wall art and one of the most comfortable beds I've ever slept in (seriously!) The bathrooms were clean and modern - a fixed mount shower head is a rare find abroad, and it made me really happy. The only downsides were the wonky water heater tanks - mine alternated cold and hot water, perhaps due to my American style showers - and the steady but slow internet. My favorite part was the staff - Moussa chatted with us every day and gladly accommodated our requests for laundry and help with the internet. The price for the regular rooms were below US per diem rate, and the larger, more expensive rooms really looked worth it, with lots of space, comfy upholstered chairs and couches, canopy beds, and the like. Being downtown in the thick of things makes it easy to walk to nearby restaurants or grab a drink at the French cultural center.
If you want a comfortable, friendly experience in Dakar and don't feel like being out on the Corniche in a resort atmosphere, I highly recommend Hotel Villa Racine.
