I have stayed at the Niran Grand Hotel many times over the last 10 years or so. It is one of my favourites.
Positives:
Friendly and helpful staff, 24 hour service, cheap prices, away from the more "touristy" areas but easy to get to the city centre by the BTS Skytrain. WiFi throughout but 300 baht for 24 hours.
Negatives:
The air conditioning in the bedrooms is somewhat noisy and agricultural. Occasional "gut rot" from the restaurant food (poor kitchen hygiene?). I have taken to eating at the nearby Flying Chicken (kratorn) restaurant, which is brilliant. See http://www.youtube.com/watch?v=kAKBsyhsjXQ
