As regular visitors to Pattaya we have tried many of the hotels there over the past 2 or 3 years.
Having stayed in the Sabai Empress around ten times through 2010 we have had chance to sample all different rooms on most floors and can honestly say, this possibly the best value hotel in Pattaya bar none.
Location is excellent, far enough away from the madness of walking Street to be able to relax and also take anyone there. Yet in just a few yards one can hop on a Baht Bus and be don the beach road and into the scene as quickly as you like.
The hotel is close to good shopping, the beach is a short stroll down the hill, there are many good restaurants close by, this location has it all.
With excellent Check In Staff, and good service, including the Parking Attenedent, the staff of this hotel have made every stay a pleasant one.
The Hotel itself is always spotlessly clean and the reception and restaurant/bar area very well decorated with a huge screen TV for the sports fans who want to sit and have a beer.
Some rooms have Bath with integral Shower and others have large walk-in shower only. All are large, spacious and reasonably well equipped. Air Con is good, but lacks temperature control, but this has never really been an issue. TV has only the basic Thai Channel package, but we do not go to Pattaya to watch TV anyway. Mini Bar is good and prices are very competitive.
Some of the rooms suffer with noise from adjacent bars, but having learned that, we always ask for one on the quiet side if available.
Breakfast is basic American Style, but there is a full menu available. We never bother and take room only, due to the number of excellent places serving good all-day breakfast very close by.
Best of all is the Hotel Rooftop Pool, not overly large, but beautifully clean, with two jacuzzis and nice sunbed areas, one in the sun, the other with shade as required. Food and Beverages are served at the pool and we seem to spend a lot of time up there enjoying the superb view of Pattaya.
The underground secure Parking is excellent, with internal access to the hotel, but now as regular visitors, we usually get a reserved spot right outside the front door.
All in all, this has to be one of the best value Hotels in Pattaya and deserves to be higher up the scale. Totally recommended.

I would really recommended every one to go for this hotel great location, new and clean hotel, good size rooms, facing a nice mall next to you everything you wish
Cons:
Air condition needs to be sorted, only 3 levels, would be better with personal adjustment.
Beds a bit hard.

Location : Pattaya 2nd road. It is too easy & convinience to go around also close to Big C.

Room : Size - Big enough , value for the money that you pay. Plus the nice decoration on the wall . Only the toilet, shower is not too much water power, the shower curtain needs to change. Airconditioner, good controller but can not adjust the temperature, only low, medium and high.

Service : Receptionists , Housekeeping are very helpful and friendly.

Recommended : Rooftop Pool... great view and great relaxing on the roogtop..9th floor.

Nice reception area with plenty of space,Unfortunatly one reception member had a very unfriendly attitude (not something you expect after a six hour drive)..The room is very plain but spacious,with a box style tv with very limited english tv channels.There is no bath but a nice enough shower.The rooftop pool is a great idea but its very small and over crowded.You have to call reception to order food or drinks(which is a nightmare if you get a limited english speaking thai on the other end of the line) The hotel is on the corner of soi (street)1 at the north end of pattaya,which is much quieter.There are bars and resturants close by and a shopping mall opposite. Tip..Get a room at the rear of the building,there is a constant beeping of horns by the baht busses (taxis) touting for business. A nice enough place to stay but the pictures on the net are a bit overdone

I am lucky enough to travel to Thailand every second month on R&R. I have stayed at this hotel regularly since it was built last year & thought it was time to contribute to thIs website as I use T.A. a lot for hotel guidance. Sabai Empress is my favourite when in Pattaya & my Thai girlfriend loves the place too.
First the negative things about this hotel , It is a bit expensive , starting October 1st they have raised prices for the "high season" Breakfast not included and is expensive also should you choose to take it in the hotel.The food in general is overpriced and coffee not as good as I would like. Mini bar is expensive. The mattresses are hard it always takes me a few days to get used this ( proabably good for your back but I would like a softer one)

The positive , Newest and best of the Sabai group which includes 3 other hotels and two massage parlours. The hotel is on the corner of Soi1 and 2nd road and is very easy to get the songtaew bus from soi 2 which will take you down to beach road and on to Central Shopping Mall walking street etc.The area around the hotel has the lady boy cabert shows Alcazzar/Tiffinays and a free outdoor show opposite and up towards the dolphin roundabout in the bar beer complex.Back the other way on second road there are plenty of bar beers 2 gogo bars and a coyotee joint with a good live band ( the honey pot soi2 ) Bowling/pool hall next door & 711 next to that for stocking up your mini bar, staff have never said anything to me despite there being a sign forbidding outside drinks and food being brought in. It's worth paying the extra for a corner room although the standard rooms are really nice too.Free tea and coffee in the corner rooms which are Huge.WIFI good most of the time.Front office staff are friendly and professional and have good English skills. Khun Gop (Mr Frog) on the door is a nice guy who will look after you.Roms cleaned well and rooms attendants always seem to anticipate when you are leaving the room , when you get back the room is sparkling clean.The roof top pool is fantastic and great views too.The hotel still has a new feel about it and is worth the money even in high season ( under 2000 Baht for the big room ) For the single guys it is guest friendly, ID kept at reception.I would recommend it to everyone hope I will be able to get a room there next month !

Very nice hotel. Rooms are very spacious and nicely decorated.
Friendly, english speaking staff.
Room was very quiet, even though close to the busy part of Pattaya.
Very nice roof top pool.
No tea coffee facilities (although they had mugs in the room)
WIFI available
Ordered room service twice - both times the food was very nice.
Only downside was they would not allow food and drink bought into the hotel (although we had no problem getting round this)
