I was very much wondering to choose hotel for my 1st visit to Phnom pehn. So I recommend this hotel, because you don't need to traffic convenience as you can catch Bike-taxi or TukTuk everywhere.
1) Room (Luxury Double): clean, enough space 30m2, reasonable charge (35$ after discount), with free 2 bottles water per day, with bathtub, but the water flow is weak, please don' expect Perfect.
2) Breakfast: Limited dishes and fruits, mainly Chinese style
3) Restaurant at 8th floor: very nice taste and reasonable price, beautiful lady, if you want to enjoy together with tip (5$-), but no English for waitress, you can use English menu without problem.
4) Front: You need deposit 50$! Staffs are very kind and please ask Bike-taxi or TukTuk for your destination. But I recommend keeping driver for one day (half day), it's easy and cost-saving way.
5) Massage: Please go to 2nd floor to take nice foot or body massage with beautiful lady. You can relax and enjoy enough. But they can speak English a little.
6) Shopping: You can walk to Orssey market and buy local snack within 1$. 2km walk to Lucky Supermarket to buy local drink and food.
7) Entertainment: Please try to go Killing Field and Traditional Dance Show at National Museum. Hotel staff kindly explain you how to get there.

I recommend you this hotel best.

Room Tip: Luxury Double has bathtub. The scene from window is not so beautiful.

Stayed here for 4 nights.

Hotel was hard to find for our tuktuk driver from the airport and there was construction around that caused traffic which made it more difficult to get to the hotel.

The halls were dark and a section of the floor was locked. We got a room in the middle which had a makeshift window that opens to the scary hallway.

The hot water was slow to run. But we got the supplies replenished daily and room cleaned daily.

WiFi was weak. A/C strong.

The snack bar isn't open until 9pm like it said in the pamphlet but there is a restaurant at the hotel rooftop. It had live music. There were sealife in aquariums that were in the middle. Then realized it's for the dinner menu. There were huge fish in a makeshift pond. The open roof was great for the view. Food wasn't the best and seemed expensive. The restaurant staff didn't seem very friendly and they would stand nearby. Didn't feel much privacy.

The breakfast buffet was great.

The hotel staff were friendly and helpful. They helped me break my larger bill into smaller ones which helped a lot.

This hotel seems to be catered more for businessmen.

I stayed at Hotel Luxury World for 3 nights with a friend (November 19-21, 2015). The hotel has a nice ambiance to it. The hotel decor gives off a very strong Chinese influence, which takes away from the Cambodian exterior/city.

Our tuk-tuk driver from the airport had a hard time locating this place even with the address provided. It took about 50 minutes of driving around just to find this place.

The hotel staff were friendly and speak good English.

The room was clean, and had a window... to the hallway. The hotel was kind of creepy. It may be because no one was really there or the place is just old. I don't get why they would place us in the middle of the floor when they had similar rooms with an outside view. I knew this cause the other room doors were left open. BTW, we were the only ones on the 6th floor. The hallways were dark. You can see the cleaners always cleaning though.

The breakfast buffet was okay. However, it is mainly catered to Chinese/Asian guests.

The rooftop restaurant is just okay, but kind of sad. It is your only option if you don't want to go out. The closest restaurant from the hotel is a Chinese restaurant down the block, but it is a bit dirty.

The hotel itself is a far walk from the Sisowath Quay and restaurants, BUT it is close to the central market and Sorya Shopping Mall.

I would rate this place as just average. Spend your money elsewhere and book a hotel closer to the life of Phnom Penh, which is closer to the river.

Room Tip: Make sure your room has a window when booking.

This place is a dump. But it's cheap. The elevators are so slow, that when a car finally came after a five minute wait, after the doors closed, I kicked a panel out of sheer rage and sprained my big toe.

They serve day-old bread for breakfast until it's gone, then they bring out the bread bought that day. Everything is cheap. You have to wait 10 minutes for the hot water to reach the shower, if there is any left in the building during the rush hour.

The location isn't great. But it isn't terrible either.

I suppose it's owned and operated by very enterprising and cost conscious Chinese who spend as little money on quality as possible.

But it's average for the price. I have stayed in worse places.
