The Independence Monument celebrates the independence from the French colonial period. It is a tower/ stupa based on the design of the towers of Angkor Wat, in a park which acts as a large oblong roundabout.
It is pretty enough, especially at night but I don't think it's actually worthwhile visiting. There isn't anything to do there and there are no details to be seen close up. You are likely to pass the monument a couple of times during your stay and that should be sufficient.
