The hotel deserves a 3.5 rating, but I had to choose between 3 & 4.
Location is somewaht challenging. The surrounding area is somewhat rough and arriving or getting back at night by foot may be somewhat unpleasant. Also - the access to the hotel is rather "unique" - since it's not on the street level and you need to go through shops, medical clinics etc.
However, the renovation made in the hotel is nice and cozy. The staff is friendly and the meals were tasty. Also - the (rather basic, yet roomy) hotel rooms overlook Haifa, the port and the sea and the hotel is within walking/short driving distance from Haifa's attractions.
So if you are on a budget this is an excellent choice and the pros outweigh the cons.More
