There are a number of ways to see these gardens. So to be clear there are 4 entrances, one at the bottom at Ben Gurion street from which you can view the gardens and climb up 2 levels only. There is a second entrance about 10 minutes walk from Masada Carmelit stop just above the golden dome shrine on Haziyonut avenue. This is the entrance if you want to view the shrine which is only open from 9am to 12 noon and if you come outside these times there is not a great deal to see. For the best view travel on the Carmelit subway to the top station and walk for 10 minutes along Yefe Nof enjoying the most magnificent panoramic views over Haifa and North to the Lebanese border and Nazareth / The Golan. There are 2 entrances up here. The first you come to is the viewing platform which gives the best view of the gardens by a long way and is open till 5pm. The second entrance is for tours of the gardens only. They are free and no need to book however you walk down 700 steps so not for disabled travellers.
The rules of the gardens are dress modestly, no eating or drinking, no chewing gum, no sitting on the marble and no putting your fingers in the water - otherwise anything goes!
