We liked the location, and had seen one of the rooms the year before. Since we liked the room they showed us, we booked for the following year, March 2008. When we arrived, the room we had seen was too noisy (right on the first floor and on the busiest street of Tel Aviv), so we requested a different one. After changing 5 times, because the rooms were not finished, had open shelves with a curtain instead of closets, the bathrooms looked like a war torn house in eastern Europe, etc., they finally gave us one of the rooms in the penthouse, which was decent, the closets were still a set of open shelves with a curtain, and we had to climb up three floors without an elevator.
Our daughter stayed at a different room, and had to change 4 times because she had cockroaches in the bathroom and bedroom - finally she left and went to the Prima Astor.
The only good thing about this hotel is the wonderful cafe/restaurant, and the staff, who really try to help. However, with such terrible conditions, they are fighting a losing battle.
