While the Tomb of Ti may have a slight edge, the reliefs in Kagemni's tomb are still pretty amazing, showing scenes of hippo hunting, girls dancing, scribes accounting, and always offerings being presented to Mr. Kagemni himself. The quality of the raised relief is wonderful - note also the later additions to the decor, where the nameless figures of offering bearers have had crude hieroglyphic inscriptions carved next to them, so that they represent a named retainer of Kagemni. Best of all, you can wander around this tomb without being pestered by the guardian, which makes it rather more enjoyable than Ti.
