I found this small (15 rooms) hotel on here, but struggled to find any website or official way to book. I eventually found their phone number on google maps and booked a room easily (they also have a facebook page).
I stayed in a small windowless room (I only spent a few hours there catching up on sleep anyway) with a double bed, AC, TV, free wifi and a decent bathroom (with a shower and window) for €25/night. I believe most of their regular rooms are larger, have windows and are from €35/night.
The hotel's location is perfect - it's near the university, just across from the old town, a two minute walk to all of the restaurants and bars. The hotel is unmarked - there are no signs, so look out for Zoom Cafe (the hotel's cafe and breakfast room). There's also a fantastic rooftop terrace with amazing views of the Bucharest skyline. The room was clean and quiet.
If you're interested, make sure you book early, as they're often fully booked!
