We went to ski Dubai last week (snowpark tickets) and I was shocked at the lack of safety procedures by staff.
The double tube ride that follows a path along the outside edge of the ski ramp is so badly surfaced I had to lift my body right out the tube to avoid a serious coccyx bone injury. The slide is very uneven in places and covered with protruding mats. Additionally, the entrance to this ride is very badly marked and the staff allowed us (women with a 3 yr old child) to walk across the busy ski path, unaided to reach the beginning. This was only after asking one staff member if we could go across and he didn't even bother to turn around and see what we were doing.
We were allowed to enter the queue for the big tube slide that lauches a tube into the air and onto a huge inflatable mattress. With my child being only 3 yrs old this was a shock (of course we didn't continue).
Areas were very unclearly marked, there are no directional signs and staff could not speak English. Additionally, it is very unclear who is allowed on what ride/where. Staff also allowed small children to enter on the request of their parents (even though they were clearly well below the age requirements).
In general, a very unpleasant experience with too many people, clothing and shoes lying all over the entrance area, too little sleds, too little snow, pushing and shoving, long queues blocking certain areas and general confusion.
It's expensive, chaotic and unsafe. I wouldn't recommend it to anyone with children.
