The Kool hotel was OK. In my opinion, the hotel still remains a good value and I don't disagree completely with the other reviews however a few things to point out.
The air conditioner system is not particularly up to the task. If you like the room cool, keep looking.
The hotel has a bar however it is not particularly well stocked and we had some issues.
We had a few issues with some of the smells nearby the pool. It may have been temporary - at least i hope so however it should be noted.

Things todo:
we booked three days with Chamrong Private Tours and Chamrong was a great guide. Very friendly, knowledgeable and recommended good restaurants. Overall A+ for Chamrong. C for the Kool hotel.

This Cambodian-owned hotel is located in a quiet part of town. Downtown is easily accessible for a $2 remork ride, and there is a free evening shuttle bus.

The lower floor of the hotel, with its lounge area, bar, reception and dining room, is quite elegant. There is no elevator. The room was adequate, though the bathroom could have done with a make over. The bathroom floor was continually wet (I suspect water from the shower was penetrating the deteriorated sealing around the tub). This was raised with management - an alternative room was offered, or extra bath mats to absorb the water; we opted for the latter.

The pool was much appreciated after a hot day in Angkor. There is a pool table, though it was often in use by staff.

The manager, Mr Sothy, is a real enthusiast. Helpful and informative. His advice as to the best approach to viewing Angkor's temples over 2/3 days was spot on. Inclusion of a free in-house massage when the temple tours were booked with the hotel was welcome.

The breakfast was fine, though various items were not always available.

The staff were attentive, willing and friendly.

So long as you keep in mind the very reasonable daily rate it is an excellent base for a 3 or 4 day Angkor visit.

Excellent value big rooms. Breakfast menu could be more extensive. Found the staffs`english left a bit to be desired. But overall very pleasant stay. Water in the shower was scalding hot tho be careful if they havent rectified that!

The hotel staff was very nice. The room was big and clean (apart from the towels) and the hotel has a nice swimming pool. We had there a very good breakfast and also the lunch that we took there was excellent. The hotel is not in the lively area of Siem Reap, so they offer a free service for drop off and pick up. (Unfortunately until 9 pm, but a tuk tuk costs only 2-3 dollars). They also organized us a tuk tuk and a guide for visiting Siem Reap and everything worked well. We did also massage in the hotel and we really enjoyed it.
There were only few negative points that could be improved easily to make it a perfect hotel. The towels had a dirty appearance and a strange smell over the whole time we were there even if they were changed every day. Probably they were washed but it was difficult to recognize. Moreover, there were some barking dogs in the house nearby that disturbed sometimes.

The Kool Hotel lived up to its name. It was better than anticipated, especially for such an inexpensive price. The room was big and clean, bathroom was nice, and the balcony allowed for some nice sunset/sunrise photo ops. The pool was great to relax at after touring temples all day. We ate dinner there and the food was delicious. $2 tuk tuk ride to Pub Street made it easy to head out for meals, beers and shopping. Would recommend this hotel over the huge monster hotels in a heartbeat and would definitely stay here again if we returned to Siem Reap.

The Kool Hotel was very nice for a budget hotel. I was very happy with this booking.

The room was spacious, comfortable and clean.

The room had a small balcony, full bathroom, seating area and nice size bed. The air conditioner kept the room comfortable with lovely decor.
Only complaint was the shower temperature was really hard to control (swung from hot to cold with a tiny shift) and not super strong pressure.

The lobby is not air conditioned so it can be a bit uncomfortable depending on the weather.

The hotel includes a pool, pool table, dart board, full restaurant.

Breakfast is included in the rate and it is comprised of fresh fruit, baguette, made to order egg dishes, etc.

The hotel staff were pleasant and tried to help with all our needs including booking day trips, getting transportation, etc.

The rate was very reasonable. The location is great and just a quick Tuk Tuk ride away from the main hub of Siem Reap.

The hotel is very quiet and it's easy to get a good nights sleep, but you will likely hear the roosters at 4am or the religious chanting that starts early morning in the surrounding neighborhood....welcome to Cambodia...

Room Tip: There are no elevators so you may want to stay on a lower floor if you can't handle stairs.

This place was nice enough for our short stay. The staff were quite friendly and tried their best to be helpful.

For what we paid it was not too bad. The menu selection there is not big and to be honest not that good. We had a few things that were microwaved which was not meant to be microwaved - like bread. Not kool. Tip for ordering if you really must eat at the hotel - don't order the melts, they aren't melted. Breakfast is simple and will fill you if that's what you're looking for, it's not exactly a culinary treat, but it comes with the room. Eat out for the other meals.

Other than that everything else was pretty good. They have a very nice garden and pool and the room was clean, bright and airy. Just the way I like it. If you're on a smallish budget this would be a bit of a splash.

It's only a short distance to Angkor Wat (about 15-20 mins by tuk tuk) though if your mission is Angkor Wat.
