Did some diving in Cartagena and Santa Marta with different diving schools but my best diving experience in that area was with Santa Marta Dive and Adventure owned by Andres and his wife.
I'm a PADI certified Divemaster myself and therefore trained and used to check different points before diving with a company for my own safety.
At first sight, you might not be impressed by see the dive center, but there is more than just meet the eyes.
Compared to diving school in Cartagena (price are also the double), diving equipment might not be brand new, but well maintained and fully operational.
About transportation, it was done by taxi but included in dive price (got money back from Andres). And seriously, it's 15% of the diving price, means that diving price is more than correct (I consider it as a good price, even if it might be considered as high by backpackers, it's a really good deal if you consider quality of dive you'll get).
Andres is a really experienced, professional, fun, patient and reassuring diving instructor who loves his job and lives for his dive school.
Pre dive breefing was complete and professionally done (including fun diving signals explanation, water entry and exit, crew, safety aspects like location of oxygen kit and VHF safety channel)
Underwater: personaly, had a real fun, safe dive and time (could see really interesting stuff explained a funny way by Andres). Divers were checked regularly, were funnily entertained (help not to stress and focus on problems), were shown lots of stuff.
Lunch: correct, not much, but you won't get more or better in other with higher prices. But you have enough to get you through your day don't worry.
Post dive: equipment are cleaned properly (sweet water, cleaning product for wet suit).
Can only recommend Santa Marta Dive and Adventure honestly because I had surprisingly a really good, fun dive experience with them (only time in 2 weeks)
Note about other dive experience in that area: in other school, did not get proper or any pre dive breefing (no explanation on safety), poorly skilled divemasters not concerned by their groups, unsafe safety stop, high prices...
