My wife and I stayed here for about a week in late April 2014, and we would certainly recommend it. The management was prompt and courteous in their correspondence with me via email before arriving, and they conveniently arranged a taxi from the airport for us, as well as a taxi to Mughal Serai train station for our departure, too. I'd read a lot of reviews of Varanasi hotel managers being rather pushy in selling their guests tours, boat rides, etc., but the Kedareswar guys politely and briefly outlined their prices for such services upon check-in and left it at that. No pressure. Overall, the staff was friendly, polite, and unobtrusive, and we enjoyed the simple but hearty breakfasts they served up on the top-floor terrace of the hotel overlooking the Ganges, Chowki Ghat, and the area just north of Kedar Ghat, too.
The location was another plus for us. The hotel is right on the river, but it's a bit south of the hectic activity of Dashashwamedh Ghat, so we felt like we got a little bit of a break from all of it upon returning at the end of the day. As others have said, it's about a ten minute walk up the river along the ghats to Dashashwamedh and the heart of the old city. The hotel also sits right in front of a small but lively street that connects to the Bengali Tola and the fascinating surrounding neighborhoods where there are loads of shops, temples, and the like to explore. You're also just a bit less than half-way to Assi Ghat, too--maybe a 15+ minute walk along the ghats.
The room itself was clean and well-kept, and the AC unit was new and worked well--an important feature given the season! We were, of course, limited by the unavoidable power outages that are a fact of life in India this time of year, but there was back up power for at least a ceiling fan and some lights, and AC was always available at night when we slept. The bathroom was spic and span, and although we never used it given the heat, there seemed to be ample hot water available.
Overall, a great midrange choice for Varanasi. If you're hellbent on getting something super cheap, you can certainly find it elsewhere in Varanasi, but if cleanliness and comfort are high on your list, Kedareswar is a great value and well worth a few hundred extra rupees. The staff is really kind and do their best to make you feel at home.
