The town of Colonia de Sacramento is located in Uruguay, across the Plata-delta from Buenos Aires. The boat trip takes about one hour.
In Colonia the main attraction is the old barrio which has an interesting history, having been founded by the Portuguese but eventually conquered by Spain.
The old town is charming and easy and safe to walk around in. There are some decnt resturants, wine shops, and museums and gift shops. However the museums only accept Uruguayan currency, whereas everyone else will take Argentinian ur US currency.
The walk up the lighthouse ("Faro") is worth it for the view, but because the circular stairs are very steep and narrow it is not recommended if you are overweight or get out of breath easily.
