When you stay in Phan Thiet you are told all descent restaurants are up the coast at Mui Ne. The other choose in $US50+ at Novotel, but for a fraction of the price terrific Vietnamese seafood meals are available at Hai Thuy (also signposted "Little Siagon")
Recommended are the "hot pot" and steamed shark, though all the dishes seen looked good. One of the few Vietnamese places I've see for this sort of price to not only stock all the usual beers but a selection of Da Lat wines.
