We recently spent 4 nights at the Toyoko Inn Matsue. Due to the fact that we wanted 'non smoking' rooms we had two singles, which was slightly more expensive than a smoking twin but well worth it.
The hotel is approx 2 - 3 minutes walk from the railway station and very easy to find. A number of eateries are within the station and the nearby surrounding area.
As expected the check in was fast, efficient and without any problems whatsover, even though no English was spoken. As normal payment was made up front with various adjstments for 'membership' and 'eco plan' discounts.
For single rooms they were quite large for Japan with the usual module bathroom which appeared to be the same size as twin rooms.
Meticulously clean with the most comforable of beds (provided you like a firm mattress) and very good size too.
All of the usual Toyoko Inn finishes (desk, fridge, safe, TV, wall clock etc etc) and of course free WiFi in room. They also had computers and printer in the lobby for guests free of charge.
Breakfast was pretty much the same as all Toyoko Inns....Rice balls (which are really triangle) that are very tasty, miso soup, bread, jam, salad and various other foods plus of course coffee. Cold water and coffee was available in the lobby later in the day also.
Matsue itself is a lovely town, very easy to traverse, with many attractions. The castle tower is the best I have seen in Japan, and I have seen a few over the years. Many of the attractions are discounted for international tourist.
If you want a safe, clean hotel with access to the main attractions then I can recommend the Toyoko Inn Matsue.

We were booked into the Toyoko Inn by the lovely ladies at the Matsue Tourist Information centre after we’d arrived in Matsue by train.
The Toyoko Inn offers free water and coffee in the lobby. A substantial buffet breakfast in the price and free wifi. There are coin operated washing machines and dryers on the ground floor. The train station, information center, and major shops are under a 5 minute walk. There are plenty of restaurants and bars surrounding the hotel.
Staff are friendly and speak excellent English. Perfect if arriving and leaving Matsue by train.

When you stay at one Toyoko Inn's hotel you know what to expect: clean, efficient, small room at a reasonable price, breaskfast included. Plus this one is at 2-3 min. walking from the main station. There is wifi both in your room and in the common area.
And as usual, nobody from the staff speaks a word of english so keep your phrase book at hand.

I only give an 'average' rating, but how do you rate a budget hotel? The price you pay is so little, compared to any other hotels, that I feel this hotel was worth every penny.
The location cannot be beaten, so close to the station, as many of this Toyoko Inn chain are. English spoken - no, but friendly and trying very hard. No problem. Breakfast is outsourced and is served in the lobby. OK, not the most beautiful environment, but what can you expect if you pay rock bottom prices. therefore, I felt it was great. The breakfast service is obviously contracted out and the contractors so a very decent job. We had no problem with either coffee or juice, there was always plenty. the food was very nice, although if you don't eat Japanese food, you might find the choice limited. this hotel is a definite Japanese average businessman's hotel - we were the only couple there and the only non Japanese guests.
The room is very small, but this is Japan. The bathroom is tiny too, but has everything you need including a bath and heated toilet seat...., but again, more than one person in the bathroom is a bit of a squeeze. Did not matter to us.
The only comment I would have is that our room smelled badly of smoke and this is an issue to non smokers. So, beware, this is a men's hotel, and Japanese men smoke. Smoking is not allowed in the lobby, so eating there is fine.
There is free internet in the lobby.
Safe in the room.
Strangely you need to give in your key when you leave in the morning and then you cannot get into your room till 4 PM (unless you tell them as you leave). Housekeeping walks around with a bucket full of keys and makes up the rooms till 4PM, so don't try to retrieve your before. A bit strange, but if you know it, no problem.
Great choice for the little money you pay.

Room Tip: check for smoke smells and ask for a slightly bigger room. there seem to be more than one size. Ours...

This looks and feels like a typical Toyoko Inn, is bookable in English on their website, and is conveniently located a few minutes walk NW from the rail station. The reason I have marked the hotel lower than would normally be the case for this hotel chain (which I like) is because of several minor but irritating defects. Firstly, they refused to clean our room, presumably because we forget to leave our key at reception in the morning (although we made the same error at the Toyoko Inn in Takamatsu and there was no problem. I assume they must have more than one key). Secondly, the welcoming free coffee machine broke down so there was no evening coffee. Thirdly, during breakfast both the coffee and orange juice machine ran out (can't they check these things before?). To us it gave the impression of poor management - as I said, only minor things but with these hotel chains competition is fierce and you expect them to do what is on the label.
Matsue makes a nice overnight stop - the castle grounds are gorgeous (walk west from the hotel to the lake then north to the castle). The Adachi Art Museum (short distance by rail to the east then free shuttle bus and 50% foreigner discount - show your passport) is also great. Finally a cheap and very cheerful place to eat, with good food, is just across the road from the hotel, slightly to the right. It is called Yamachan (only in Kanji: look for the beer barrels on the floor, and above look for white lettering on a red circle above the telephone number (0852)24-3929). The place gets full at the weekends and has a very friendly boss who told us she is from Osaka. Noisy but fun. If you can't speak Japanese take the waitress outside and point at the photos.
