This shrine is the last stop on the itinerary most people follow. It's not fair to the shrine itself, but we were a little tired after seeing all the other shrines in Nikko and Kyoto and I must admit that this one felt just like another one to check off you list.
It doesn't mean that it's not interesting - it's located up a flight of stairs and the walls and sculptures are very colorful.
If you're in Nikko for a day trip you may consider it as it's not that far away and it doesn't take much time to see.

It is worth a visit and the surrounding atmosphere is quite and relaxing. It is near the Nikko Toshogu Shrine. So you will go there anyway.

However , if you don't have enough time, you can skip it.

As others have said, this shrine is located some distance away from the others, and is the last stop on the itinerary. Perhaps this is what makes a visit here so enjoyable. There were very few visitors by late afternoon, and the mist in the trees and quietness made this a high point of our Nikko visit.

I'd recommend, even if late in the day and you're feeling tired from the crowds and hiking, do make it to visit this unique site.

This shrine is included in the combination ticket, but seems to be missed by the coach and school parties that make the Toshugu shrine so busy. It's approached up a long flight of steps, and inside the shrine a young monk explains (in Japanese) the main features, before spending some time demonstrating an arrow with a wavy shaft; he then offers to sell reproductions of this curly arrow from the counter- it did remind me a little of a QVC sales pitch!

The main entrance is currently (late 2012) in scaffolding, though you can still see the carved guardians.

Close by the main Shrine, not as intricate and spectacular but you might as well give it a visit. Fewer visitors which is a plus. Overall would recommend as part of the whole shrine visit. It is covered by the combined ticket (1000Yen) anyway.
