Belmond Grand Hotel Europe offers everything you need in this great Russian city. It is central, within easy walking distance from the main attractions and good restaurants. The staff is very helpful and competent, and if some of them do not speak good English, you can always ask for someone who will.
If you can get up early, the breakfast is astonishing! There is a selection of everything you would expect and much more, including freshly made blinis (pancakes) with red caviar and champagne. The omelette, bread and pastries are exceptionally good. They also offer about a dozen different types of tea.
A word of advice, if you want to get a taxi, ask the reception to get you a 'city taxi'. The wait is 5-10 mins but on the average, they are 6 (!) times cheaper than getting into a car offered by the hotel.
There is nothing from the Soviet time at the hotel, it is mostly old imperial St Petersburg which adds a nice feel to your stay. I would love to come back to Belmond Grand Hotel Europe if I have a chance.
