I am used to the typical "rude and impersonal" Chinese customer service, but this place took it to a new level. Long story short, it took 30 minutes to explain a basic Agoda reservation to them (my friend did all the talking and she is Chinese). I eventually got a room since someone cancelled at the last minute. The breakfast was more like something you'd eat in a prison, but it was 20 RMB, so I guess I shouldn't have expected too much. I had the A/C turned on at night and went to sleep then woke up drenched in sweat and partly hallucinating after the staff decided to change the air from cold to hot in the wee hours of the morning. Thanks, guys.
I also believe the walls were made of papier mache, as I could hear everything being said in the morning and I also heard a woman moaning for twenty minutes (but since this is a "family website" you can infer what was happening). My room had a window facing the opposing hallway (such hi-class!) and both mornings I awoke to find numerous call girls' business cards under my door. You'd think being an Accor brand hotel there'd be more decorum, but nope, not so much.
The hotel is in an uneventful part of town and costs around 250 RMB. My new hotel is right by the west lake and I paid 175 RMB per night. Thus, the Ibis is overpriced and is about as enjoyable as a Carrot Top comedy show (zing!). However, the cleaning ladies were friendly, so that's a plus.
