While this wouldn't get a 5 rating for me in Paris, it certainly warrants that in Sapporo. My wife and I had dinner here at the end of a great two week trip to Japan where we primarily had Japanese food so it was a nice treat to have a quality French dinner.
Highly recommend to others if you look French cuisine.
The dining room is on the 9th floor of the JR Tower - i.e. atop the Sapporo train station. It has a clubby feel more than a modern dining room but it works well.
I had read on another site that no English menu was provided but that wasn't the case at least this night when the menu was presented in both Japanese and English. 3 sets were offered - 8000Y, 12000Y, and 17000Y. My wife chose the 8K set and I did the 12K set. Wine list was extensive ranging from $80 to $400 or so. We picked one Cote du Phone but the waiter steered us to a 2005 Bordeaux that was about $100 - probably something you would pay more for in the US given the vintage.
Overall we found both sets to be a nice fusion between Japanese and French with certainly a dominant French theme but taking advantage of the local fish/seafood. My set was an uni crab appetizer, foie gras, grilled fish over salad, Hokkaido beef, two dessets, etc. My wife's was similar but the foie gras was replaced by a pate and she also has a fish risotto.
The servers were well trained and friendly realizing that little conversational English was understood.
The view is about as good as you are going to get in Sapporo - i.e. you are on the 9th floor overlooking the city but Sapporo in my opinion needs quite a bit of updating since few buildings have appeared to be built in the last 25 years.
