Visited this museum at about 11am on a Sunday and I had the whole place to myself. The museum felt quite new with modern display cases and arrangements/lighting. There are about 100 historical artifacts on display and very good descriptions for each. You could likely spend 3-4 hours here if you read every single panel, but I recommend you spend 1-2 hrs at most. Overall I thought it was very interesting, providing a good mix of global and Malaysian telecommunications history. Cheap $3 USD entry fee. Free wifi. Clean bathrooms. There is a cafe but it was closed.
Note: it looks like they redid the front landscaping just a couple days before I got there and now has a very nice landscaped area with wide sidewalk. See pics.
