In a neighborhood with a lot of bad hotel options, Citystate Tower a good deal in this price range. Stayed in super deluxe room (I think it was, there are a lot of categories) on 3rd floor (#345) that was freshly painted and had newish furniture. Sort of minimalist decor, but was clean with ceramic tile floor and well-ventilated. View was of a nearby wall, but was quiet for sleeping. Included breakfast, but went elsewhere after the first day. One-hour free wifi in room included. Citystate Hotel is a busy and popular place. Had reserved for a suite room, but on arriving they said 'air conditioner was broken' and did not honor the reservation. Satisfied enough with the room I had though.

As im used to do (or rather was) business in Mabini Street and my main supplier had their shops just aside of this hotel i was always staying there.
You can call it European standard of about 3 stars; rooms are cleaned nicely every day even if some of the rooms would need some sort of renovation some day (will come as they are just finishend another hotel on the other side which will be connected), breakfast is simple, reception (especially Ms. Rachel is very nice) ok and for Philippine terms well organized.

The hotel itself is owned by Chinese who are doing pretty well.

Only thing i would warn anyone going there = DONT book a room going towards Mabini Street (hotel entrance) !!! Just across is a dance/music/restaurant/bar who are singing in some 150 + DB all night untill about 3-4 o´clock.
So stay at the back !!

First stay was to facilitate onward travel via Sikat bus and boat to Mindoro, they wanted 2000 pesos cash for mini bar deposit, then took that as part payment on the whole bill, without asking, I needed the cash but seems they needed it more ! Then as my wife was leaving an hour later they asked for another 1000 pesos cash deposit ! ! They have such idiotic systems of payment that I believe they are trying to hoodwink travellers out of extra money. Breakfast is a joke too. second time we booked a room for whole family and were shown a twin room, after complaining we were shown a better option which was exactly the same but smaller !!

There are plenty of hotels in this area. Book something else. Best Western is only few blocks away. It is smaller from outside, but nice and clean, better breakfast.

Citystate Tower Hotel was old and crowded; the elevator was tiny and super slow. We booked a delux room, but it was ridiculously small. The matress was full sized and acient (It has to be more than 10 years old, because the middle was arched.) Old window AC was very loud. The hotel security knocked on every doors early in the morning to see if you are answering. (Not a good sign if you are aware of your safety.)
There was a casino in the hotel, but all the slot machines looked like from a museum. Many have mix and match keys. Our chips were mysteriously disappeared from time to time.
Well, we only had one night in Manila to catch our flight, but one night was enough.
We booked this hotel because it has the Sikat bus and boat service to Puerto Galera. Actually, many resorts in Puerto Galera has their own service to Manila. Sikat service is not that confortable and convinience. We had to wait in Batanga Port for over an hour for the boat service.

i have stayed here a few times in the cheapest 1515p rooms however last time i opted for a room in the brand new annex which was priced at around 2000p, much better in my opinion and a lot quieter and larger and with a much more modern feel than the cheaper rooms where you are constantly getting staff knocking on your door for a "room check". the included breakfast is just about edible. this hotel is far from perfect, however it is unbeatable value for the location.

we stopped in this hotel for 2 night on our way to roxas lobby looks good got there a bit early had lunch packed in tables close together service slow , very slow , a cook came out and started touching one of the waiter on the , well i saw it ! got the keys to the room 509 i think double aircon in the window central room window opened onto a , well black shaft good size tv nice bathroom 2 bath robes one was not wearable had a brown stain down the back the towels looked clean but looked very well worn and should have been cut up for dusters ! anyhow went out shopping came back later and from about 8 at night till 2 in the morning we herd door slamming and talking outside our room costantly we rang through to the desk but it went on . next morning went down for breakfast which was ok one had 6 choices , small portions coffee as one asked when you got the boys attention , got myself ready for battle at the front desk mr angry and put on the english a bit demarnded to see the duty manager got some lacky as soon as i said our room number he said sorry sir well move you to the 9th floor , got the feeling they had , had compaints before . we went out to the mall of asia ( worth a trip ) told them to move our stuff while we were out , they did no further problems , give them there due they sorted the problem staight away , but it should never of happened , good service from the door man and a chap they had getting taxis friendly and told us what we should be paying , be warned a little trick is to take you to the wrong airport international instead of domestic but my wife being filippino sussed it and wipped the foor with the taxi driver , never upset the wife ! nott a bad hotel good value but mind the 5th floor

I found the hotel substandard, the best part of the building is the lobby, the actual rooms are terrible, with VERY noisy old window airconditioners! Each window is glued shut, so you are trapped!

Get a room up high to avoid the street noise and to get a glimpse of Manila Bay.

The internal rooms that face a inner shaft are dark and depressing.

The room walls are PAPER THIN, and you can hear people having sex from the passage way as you go to the lift. So put the tv on high!

Security is good, but that is the only good bit.
Reception staff are rude and don't care, while bell boys and door men are nice if you are a forgeiner, but are rude to Pinoys.
Cleaning staff make noise early in the morning and knock on the wrong room doors at all hours!
The location is dangerous and dirty, with many beggars at night, although, it is close to Robinson Mall, which is a street away.
A cheap internet shop is across the road.
Breakfast is simple but ok.

Be very careful if you are a female.
