We spent 2 weeks at the Icarai Praia Hotel. The food was excellent. Overall the service was excellent and most of the employees were very courteous.
We do have a criticism; to have our clothes washed was a disaster. Most of these hotels in Brazil differently than those in the US, do not provide self-service laundry. We asked them to wash a small bag of clothes and they charged us about 110 dollars in brazilian reais. We found it to be simply ridiculous. Their excuse was that they had to use a lot of water.

Nice hotel, friendly staff and safe. The area is a combination of business and residences with plenty of eateries near by.

I only gave it four stars because I ended up with bug bites on one leg, not sure if the bugs were in the room or else where. I never saw a single mosquito any where so............

For those wanting a cheap place to spend a single night, not a bad option, especially given that the beach and many restaurants are just a couple blocks away. Access to Rio itself (across the bay) is easy using public transportation boats.
However, prepare yourself for a tiny room (mine was 10 feet x not-quite 5 feet!), and even tinier bathroom (note: there must be larger rooms somewhere for couples). For the latter the shower is OK, but you can't fully use the nice mirror behind the sink since the toilet is in the way, and you can't sit on the toilet squarely due to the sink. For anyone over 6-feet tall or 200 pounds, I'm not sure how you would get anything done, except by standing up.
As mentioned, for a single night the room is tolerable, with a comfortable twin-size bed, decent television and fridge. It would be nice to have somewhere to sit besides the bed (though not sure where to put it), a table or flat surface besides the pull-out tray. An extra electrical outlet would also be nice (only one is available), as I had to unplug the TV to charge a 2nd device.
The service was friendly, room is clean, and breakfast probably above average, including scrambled eggs along with the usual bread, meat, cheese, fruit, yogurt of most places. A public area on the top floor provides some relief from the cramped room. I would come back, but only if needing a place to sleep for the night.

We found this hotel while looking for a place to stay in Rio during the Carnaval. All of the hotels in Rio were outrageously expensive, and the Icarai Praia Hotel looked very reasonable in comparison. The obvious drawback is that you have to spend time getting to and from Rio. There are options though. In addition to taxi (around 100 Reals to Copacabana), there is a bus to Copacabana/Ipanema that passes right by the hotel every 20 minutes (6 Reals), and takes 45 minutes to get there, and there is also a ferry boat across the bay that will take you to Lapa - you will enjoy the view during your sail. The rooms are nice and clean, the hotel staff is friendly and helpful. Breakfast is fine. This is not a 5-star hotel, but still is a good choice. The location - Icarai Beach in Niteroi, is pleasant. You could get tanned or go for a stroll at Icarai beach, but do not count on swimming there - it is the inner bay and the water could be not as clean as one would wish. The neighbourhood is very safe, with nice restaurants nearby.
