I've stayed with Mercure (and Ibis) before in Brzil. It's one of the easier hotel groups to bok with from London and yopu assume that standards will be consistenet because it's a European hotel group. Nope.
As has happened to me before, it seems to be Accors policy to refurbish restaurants and suchlike without letting you know in advance. Here there is no room service at all as a consequence.
Again not for the first time the bed spread had marks on it - I mean this is not a cheap hotel and you don't expect tatty linen. It's an aparthotel so there's kitchenette which comes with precious few ameneties. To be honest the other Mercure I stayed in near here had better facilities and it's not an aparthotel! Here there isn't even an electric (or any) kettle,
The internet is intermittently very slow. You certainly couldn't do any serious kind of business from here. If I was on a business trip I'd have moved day 1. As it is I'm stuck because I got a discounted price and as a result paid upfront.
The receptiont staff don't operate in the way I'd expect. For example, I was asking for walking directions to a nearby location and the girl had got out a map then proceeded to help three other people who turned up while I stood there with my map being ignored. Even when I protested about being there first it made no difference.
All in all quite disappointing. These hotels are cheaper than many in Brazil and now you know why.
Oh and the menu for room service doesn't say there isn't any, the number is permanently engaged. I only discovered there's no room service (or restaurant) by phoning reception, who had 3 local take away menus and were at least prepared to phone the order through for me.
