If you want the best views of the city, old town and the bay, the only way of doing so is from on top of the citadel,(there are two other sets of steps up to the city wall that aren’t advertised, one next to the Hong Kong restaurant and one down an alley by the Caffe Restaurant Mozart, but the gates were both padlocked, so guessing they’re not available to use anymore).
There is a €3.50 entrance fee per person to the Citadel, which also gives you a free drink and access to a small museum,(ok if you like model ships) and a library, but really you’re paying for the views, and excellent views they are too. There is also a restaurant upstairs with outdoor seating although didn’t try that. The toilet facilities aren’t brilliant but there are plenty elsewhere.
All said, this is a “must do” when in Budva.
