Owner description: Located in the most prominent part of the Old Town, the Citadel is a 15th century edifice, which includes the remains of St. Mary's Church, terraced gates, several squares, and a building of the former army barracks.

If you want the best views of the city, old town and the bay, the only way of doing so is from on top of the citadel,(there are two other sets of steps up to the city wall that aren’t advertised, one next to the Hong Kong restaurant and one down an alley by the Caffe Restaurant Mozart, but the gates were both padlocked, so guessing they’re not available to use anymore).
There is a €3.50 entrance fee per person to the Citadel, which also gives you a free drink and access to a small museum,(ok if you like model ships) and a library, but really you’re paying for the views, and excellent views they are too. There is also a restaurant upstairs with outdoor seating although didn’t try that. The toilet facilities aren’t brilliant but there are plenty elsewhere.
All said, this is a “must do” when in Budva.

We passed by a few times and ate nearby, today we went inside. €3.50 pp is probably a little steep for what is essentially a good photo opportunity but we enjoyed our hour.

The Citadel of course forms part of the old city walls and as such also commands excellent views not only of the Old Town, but also the surrounding bay. It costs 3.5 Euros to come in, and although there isn't an awful lot to see it is worth it. The toilets are free - and clean (it's the people that use them that make them dirty after all) and there is a nice coffee area surrounded by flowers. There is also a lovely reading room where one can sit and relax, which came as a bit of a surprise. The Citadel itself though is essentially a series of steps with a wide open courtyard and a viewing platform. Nothing to write home about perhaps - apart from that view.

Like others have said you are pretty much paying €3.50 per person for a view. Worth it though. Toilets not clean and no toilet paper.

The citadel provides amazing views over old town and the bay.

There’s not huge amounts to see but it’s worth the visit.
