I stayed in no. 33 with 2 friends in August this year and it was lovely. The flats are clean, roomy and very comfortable. The kitchen is kitted out with all you need to put together a simple meal (which we did), and the balcony offers spectacular views of Mogren beach and the sea.
Bathroom: very clean and lovely new fittings. Towels are provided and there was even shampoo and ody wash left out for us -- a very nice touch.
Location: it's a bit of a way from Budva Old Town, and up a very steep hill, so you pretty much have to catch a taxi to get home (it's easy enough to walk down). A taxi from Old Town costs about 3-4 euros, so it's pretty reaosnable.
The best part about the location is that one is removed from central Budva, which I found to be pretty awful. It's insanely busy, the beaches are packed, music pumps from every corner and there's a lot of litter. So these apartments remove you from te hubbub and give you a base from which to explore the non-central area (such as day trips to Croatia/Bosnia/Kotor/Sveti Stefan). And the most excellent part? Soundproofing. The music from Budva town pumps up the mountain and echoes around the bay. But unless you open all your windows you'll hear nary a whisper in Villa Spas.
