La Colina is what it is: a low priced hotel with a nice view of the ocean and friendly staff. It seems to me that most of the bad reviews have been written by people who expected it to be something it's not, or by whiners. The rooms are on the nicer side of spartan. Definitely spend the extra couple bucks for an ocean view. The sunset is worth it and the rooms are bigger than the cramped standard rooms.
The room features are somewhat mixed. There is no phone, but you can request a wake-up knock (which we did, and it was fine). The plumbing there is suspect. The quality and quantity of shower water seems to depend on what the other guests are doing and you're not allowed to put TP in the toilet, but rather in the waste bin next to the toilet. The electric lighting is dim, at best. Still, the beds were comfortable, the room had good natural light (during the day of course), and the ocean-side balcony was nice. But don't think that "ocean view" means you're right on the ocean; it just means you can see it. You're actually right next to a small farm with roosters that crow at varying decibels throughout the morning.
The food at the restaurant is fairly good (not great), but the service at lunch and dinner is unbelievably slow. While the website claims the chef/owner is "world famous", I tend to believe that's either hyperbole or the chef /owner is from a different "world". The selections, preparation and presentation certainly do not have the hallmarks of a culinary master (nor does the highly inefficient kitchen), but the menu items are still pretty good and worth a couple meals there.
The hotel has a pool with a bar. The bar is a nice congregating area, but don't expect a good mixed drink there. Stick to the beer. Somehow they even managed to make a bad vodka and tonic, which a trained monkey should be able to make.
The front desk is very helpful and pleasant. They were great helping us get setup with tours, calling taxis, etc.
Overall, La Colina is a good value hotel, if that's what you're looking for. It's not a luxury or high-end hotel, so don't expect it to be. I would probably look to try another place next time (if only for variety), but I certainly wouldn't complain if I had to stay there again.
