Park beside the Rarotongan Beach Resort, or even in the resorts carpark, wander down to the waterline where you'll be greeted by fish in ankle deep water, take some bread down with you and feed them by hand. we even saw octopus out deeper. great snorkeling

Our group of four friends spent 10 nights in Rarotonga, 5 at Muri Lagoon then 5 on the sunset side of the island.
Aroa beach is where we would ride our scooters to for swimming, snorkelling, or sunbathing. There are no rocks on the beach as there were outside the resort we stayed at 5 mins up the road.
We knew about this spot from a previous trip to Rarotonga and can reconfirm that this is the spot we most enjoyed. Muri lagoon is great too, however, you lose the sun early so will sit on the beach in the shade, whereas you have almost 'all-day' sun here and then enjoy a beautiful sunset.
The only downside was the private house being built adjacent who insisted on lighting fires to burn rubbish and garden refuse - or was he anti-tourist and trying to smoke us out??!

We stayed at the Rarotongan beach resort, the Aroa Marine Reserve is located right in front of the resort, good swimming & snorkling, according to the dive shop just up the road it is one of the best spots to snorkle at Raro, I would agree, we got some fish food from the resort & went snorkling with the go pro, got some great footage.

Best place on the island of Rarotonga for very safe and amazing snorkelling .Easy to spend several hours leisurely swimming around looking at the incredible fish and coral.
.Highly recommended for young and old alike .Trust me ,its easy to loose track of time in the Aroa lagoon ,which after all is what the Cook Islands is all about !
PS remember to take your underwater camera ,its well worth it !

This is the best area to snorkel, beach is clean and free of rubbish and the marine like is fantastic - also very safe
