In the summer, La Jolla Shores is crowded, but there is a lot of parking and good facilities for showering off the sand afterwards. Walk between the sea wall at the private Beach and Tennis Club and the Scripps Pier - it's a mile and locals do it everyday. Surfing is at the Pier end; kids have smaller waves at the south end; the whole beach has lifeguards. The waves are smaller overall in the summer, but there's good form. Shuffle into the water just in case you disturb the occasional sting ray. My favorite time is in the winter. There aren't so many people. But, the view of the Cove and surrounding cliffs is gorgeous at any time of the year.
