Mt. Soledad is a scenic location coupled with a Veterans' Memorial. We visited on a clear and windy day. It was a lovely temp in La Jolla but so much cooler at the mount we were not able to spend much time perusing the memorials (and we are from upstate NY and know cold!) so bring a sweater or jacket for the visit. The view of the Pacific was beautiful but the view of San Diego was shrouded in smog. I don't know if this is a chronic problem but it was the day we were there.
The view from The Cabrillo National Monument was much more impressive. If you are choosing between the two I would recommend Cabrillo.
