Park in the Harbor parking lot (on Shoreline, just west of Castillo Street). If you're lucky you'll find a free parking spot (90 mins max). From there, there is a dedicated bike / pedestrian path through the parking lot, past the harbor, and along the beach, close enough that you can hear (and see) the surf. It's only about 1.8 miles one-way (if you want to ride further, you have to move onto the road, which has a bike lane, but there's also a lot of traffic). So my wife I I just did the round-trip a few times, stopping at the farthest point to lie on the grass & have a snack. Very peaceful, and very quiet on week days (busier at weekends, especially when the Sunday art fair is set up on the adjacent grassy area).
