Probably the most convieniant Hotel on the Beach. We took 5 kids and the beach, the pool, the restuarants, Gulf World, Pier Park....everything was close. The kids had a blast, which means I had a blast.
Service was excelllant also.
FYI...the beaches were as Beautiful and clean as they always are.
Worth the trip and the stay.

We went on this trip for the 13 yr old baseball world series. Our team found this hotel on the internet. This place is not cheap!! After getting there we could all agree that the rooms looked nothing like they did on the internet. All of the rooms have an ocean view but that is b/c the rooms are built very narrow. The beds were so hard that we could not sleep. We were getting up all night. The room felt very humid & wet. The doors did not seal at all. I washed clothes in the washers & dryers that I had to pay for, mind you, (hello what happened to complementary) & my clothes I hung in the room were still soak & wet after 3 days & that included light shirts. Our baseball manager went & complained to the front desk & tried to get all of our money back since we had to pay "UPFRONT" & they told us they would charge us all for 4 days no matter what even though we had not been there that long yet. Most of us could not afford to do that & then go to yet another hotel & pay. We all stayed feeling sorry for each other & wanting to keep our baseball boys together. The complementary breakfast, well, let's just say, why bother!! We have stayed in many hotels while playing baseball & they were way, way more affordable & they were way, way better. The complementary breakfast did not have anything but a bagel or raisin bran. There was no eggs for our boys so they could get some protein before going to play a game. No fruit for the pregnant mom's who were there. We still had to go find a McDonald's to feed our families and pay for it. Try a Drury Inn-their breakfast is complete with eggs, fruit & waffles all for free. Keep in mind, there is no where to park. The parking lot holds maybe 25 cars. There is a parking garage underneath, that held maybe 10-15. Sure you can park next door at the Barefoot restuarant but that's full of customers too & they feel like they are nice enough to let you park far across the street behind some gas station. You just need to pray your car is still there when you come back. I noticed how dirty the bottoms of our feet would be after we took a shower. The carpet in the room was filthy. Our 3rd day there, some "liqued trash" from the maintenance was splilled in one of the elevators. While in the lobby-everyone in there including the maintenance who were trying to clean it up, felt like they were going to be sick as that is what the whole lobby reaked of was a vomit smell. We all left & went to our rooms to get away from of it. Well obviously it was spilled on the 12th floor too & being that the doors do not seal we were all in our rooms sick to our stomachs. My husband went down stairs & complained to the front desk & while doing so there were 3 other complaints behind him. It took them hours to attempt to get this smell out. We had to leave the hotel & go elsewhere while it was cleaned up. (it was raining almost the whole time we were there so we couldn't just go outside to the beach) Our room was "straightened" everyday but never "cleaned". I even asked for the sheets to be changed & I was in there & they just made the beds. The bathroom was never cleaned either. It was by far the worst stay any of us have ever had and we all agree we will never stay there again. I will never recommend it to anyone and I will make sure I tell everyone I know to NEVER go to the Legacy Hotel.

Stayed at Legacy by the Sea from Jun 30th-Jul 3rd(2010). A very pleasent stay. Searched through many options and finally decided on Legacy. I found it for $119 a night on expedia. Room was clean, balcony overlooked the beach/Gulf. Pool and hot tub both in a very nice, clean condition. Somewhat confused how someone would rate the hotel bad? I've travelled alot (17 countries and all over the United States) so Ive seen a wide variety of places. Then again Im low maintenance so I just want something clean, safe, enjoybale, conveinant and affordable. It is not a 5 star hotel but a 3-4 star is definately an appropiate rate. It was raining the first two days so the kids( ages 12, 13 and 15) took advantage of the pool and hot tub.

The water and beach were clean- yes there was some seaweed but this is a part of nature and a given with the beach/ocean-gulf

A few cigarette butts were seen as we walked along the beach but again I blame this more on the ignorance of those who smoke and don't know how to properly dispose of their used product.

The staff was very nice, there is one lady who works at the front desk (not sure of her name) that seems somewhat easily distracted but is overall harmless and was very nice.

The kitchen area may be somewhat small but it was definately adequate for us. They do have dishes for your use (personally I always wash and rinse first because one never knows what was going on before you arrived , no matter where you stay, - or bring your own)

Overall if you want a 5 star hotel or condo, then this is not your place- but if you are looking for a nice, clean, on the beach, relatively cheap place to enjoy some vacation time--this is it.

We had a very nice stay and look forward to coming again.

There is a Winn Dixie about 1- 1.5 miles up the street (actually on front beach rd). Great place to stock up on groceries once you get to Panama City Beach,

Our room was intered by someone with a key only a few short hours after we got settled in. Only keys were front desk and maintenance. Manager did not care. I had to make a police report, and contact manager the following morning to ask what was being done about the situation. He said he didn't understand and was going to do nothing. Managers name was Rick Lamont.

We looked on this site for a good hotel. This hotel had it's goods and bads but we listened to the good when we shouldv'e listened to the bad. Pros- Only one is that it is on the beach, however the beach in front of the hotel was filled with algae. Lots, LOTS of cons- Over $1,000 for 6 nights, "continental breakfast" sucked! mini muffins and fruit loops. Don't even bother waking up between 7 am and 9 am (breakfast hours) to eat it. There was a dried, crusty lipstick stain on a glass I didn't drink out of yet and crusted food on the spactula. There were black scuffs all over the walls and the entrance door to the room looked like the lock had been kicked in. Not very safe. There was rust everywhere-on the balconey door, entrance door, and shower rod. The pull-out bed had dried brown soot like gunk on it. It was sickening. Parking was very tricky. If you don't leave to go out on your trip you have a spot but as soon as you leave, they fill up. There are 139 rooms and about 30-35 spots. The TV is a flat screen but it's a 25" TV. Terrible. Small fridge and stove. The hotel was doing construction the week we stayed so for 4 day we woke to banging and pounding above us from 8:30 am til about 11 am. Not exactly a good way to wake up. The "night manager" David was not helpful at all but the other staff was.
Overall, I would recommed staying at Country Inn and Suites. While not on the beach, it's a 5 minute drive to a public access. They had waffles for breakfast and nice rooms. And they were a lot cheaper. We stayed there last year for our PCB vacation and I wished we stayed there this time.
Please, save yourself money and headaches and avoid the Legacy.

By the Sea was great, my room was decorated so cute and super clean. The staff was very friendly and helpfull. They have a great restraunt next door, "Barefoot". Overall, a very GREAT experience.

The Legacy is by far the best hotel on the beach. The fantastic view, the beautiful decor, the courteous staff all combine to make this THE place to stay in Panama City Beach. Why waste your money anywhere else? Check-in was a breeze, then when we saw our room..... WOW! The balcony provides a wonderful place to enjoy the peace and serenity of the view. The location is so convenient to great nightlife, restaurants, and shopping without being congested. I'll visit The Legacy over & over again!
