My husband and boat Otsego Lake and it is an absolutely gorgeous lake. Very clear. There is at least one restaurant where you can dock towards the Cooperstown end and it is a general lakefront restaurant, nothing to really brag about (I think there may be another next to the launch, but we haven't tried it yet). We launched in Cooperstown ($10 fee) and it is a little tight so if you are a first time boater who hasn't mastered the art of backing in and launching, this may not be the ramp for you. If you have a place in boat (canoe/kayak etc. we went out of the state park $7.00 entry/parking fee).
Fall foliage (as I feel is generally the case with NYS Lakes) is gorgeous! You can moore at Glimmerglass state park where there is a snack area (sodas, burgers, haven't tried it) and grills. The beach is a little crowded but there are lifeguards over there. We swim off the boat so I am not certain of the rules elsewhere in the park.
