The Birla Guest House (formally known as "Smt. Rukmani Devi Birla Mangal Bhawan") is right along the beach, and reasonably accessible (it's right along the coast, but the main entrance is on the rear side along a wasteland) - they have no signboards, but everyone knows the place. We went down to the beach to take bath in the sea, and could come back through a small gate on the front side, which has convenient shower rooms (conveniently for both genders) before we headed back to the room. The manager wasn't too friendly - we were told that the checkout time was 7AM for all rooms (even though we took two only by 11PM the previous night). The rooms were very basic, but worth the price given they were well air-conditioned and had water-heaters for the shower. The food from the canteen was also good, and custom-made based on request. So if you're looking to be treated well with the best in the hospitality industry, this ISN'T the place. It's only for those who are in town to go to the Jagannath mandir and leave right after.
