A few years ago, Caffe Mingo in NW Portland changed their style somewhat. They used to serve delicious olives as a free appetizer, and now charge for them. Also, their prices for the entrees increased, and the selection decreased, making it much more expensive to eat there. However, the food is still very good, and the service is excellent. There is no reservation system, so the best way to get a table, especially outside in the summer, is to go there between 5 and 5:45 PM, before the crowds arrive. Otherwise, there is usually a long wait.
I've had the experience of being ignored when not with my significant other, and therefore I would not feel comfortable going there alone, even though we both eat there frequently together.
