This is a Mexican restaurant which is reasonably priced (though it costs far more than the $9-$25 mentioned in the price range below - it is essentially average for NYC with a glass of wine at US$8/cup). There is an outdoor area which is unique due to the recessed nature of the attached Four Points hotel. Because the outdoor area is away from the kitchen, there will always be a problem with service as the staff is not always outside. The atmosphere though is excellent. You can see the street without being bothered by passer-bys. The street itself is a small side street so it is better that the restaurant is in a recessed area.
