“An oily taste... of history”

Stopped here after having read about some of the town's history, which referenced Toby's...thought we might have a bite and a beer. But there was something odiferous that silenced our appetite and we settled for quick beer, a brief chat with the friendly server and a hasty retreat.

“Ya go to be with the locals”

This is no place for something special and it's a great place to be with the locals who flock there daily/nightly for a reasonably priced meal. The 1# bucket of mussels is a good deal

“Great mussels, beer, atmosphere”

No frills at Toby's! It looks like a ho-hum bar from the outside, although it's located smack-dab on the waterfront side of Coupeville's main drag, surrounded by upscale shops and restaurants. Inside, it's comfortable, spacious, and outfitted with red leather booths that probably date back to the 80's. There are also tables with great views of Penn Cove, and an old-fashioned long wooden bar.
The vibe is welcoming, clean, and well-managed. Toby's feels more genuine than similar establishments, probably because locals from all walks of life gather there for good good, drinks, and Seahawks games! They welcome tourists, but I don't think tourists are their core customer base.
Our mussels were fantastic! They have two options: classic white wine with garlic, and Thai curry. We had the Thai style. The broth was masterfully balanced, with delicate notes of fresh lemongrass, white wine, garlic, and chili. The mussels themselves were cooked perfectly, with that awesome clean brine that only comes from the freshest seafood.
We'll be back, for sure!

“Fun atmosphere, so-so food”

Fun bar atmosphere right at the water's edge. Wasn't crowded during lunch. Fish and chips were mediocre...this review would've been a 2 out of 5 if it weren't for the friendly service. Probably best to head here for drinks, but certainly not the food.

“one of my favorite dive bar meals on the planet”

I've been going to Toby's for years when I am on Whidbey Island. There is a complete menu, but really only ONE thing to have here; the one or two pound orders of steamed mussels, fresh from Penn Cove right outside the window.

Don't expect a lot of atmosphere; this is a locals place, with a pool table, rough looking bathrooms, and waitresses that have been at it for awhile. However, the view is spectacular, and the mussels are to die for. Like wine? You can have a great bottle of Hogue Cellars Reisling (goes great with mussels) here for just $12.

Give the tonier spots a miss, go to Toby's, relax and enjoy a truly unique, authentic Washington experience.
