We asked a local for a place to eat. Recommended. It is old and on water. Gives a Cheers ambience. Mussels are outstanding which is what known for. Over 21 only

“Great mussels in a seedy pub with a glorious view”

I'm going to give this place a 5. To tell the truth, we had been aiming for lunch at Chrisopher's (much more chic), but arrived there at 2:05, missing the cutoff time of 2:00. So we beat out way down to the waterfront street and found Toby's with the sign "Fresh mussels" on the front. So in we went to your basic seedy, waterfront, west coast pub where the waitress nodded curtly when we asked if we should seat ourselves. Not promising, but we grabbed a table by the window where we could look out over the bay and off to Mt Baker and the Cascades. It was glorious. We ordered the 2-pound version of mussels and a bottle of Hogue Cellars sauvignon blanc, which was on the menu for $12! Well, as it turned out, the mussels were about the best I've ever had anywhere, anytime. And the wine was a great pairing. So my wife and I were very happy campers. And the waitress turned out to be as friendly and chatty as someone who is covering the entire room can be. She said that Toby's goes through anywhere from 600 to 700 pounds of Penn Cove mussels a week! All in all, a perfect lunch.

“Friendly local bar. Great food”

Love it. Great people, friendly, good view. Tables could use some updating. The acrylic is cracked over the maps.

“Great atmosphere with great food”

Had a late lunch here with a friend during our girlie getaway. We shared the 2lb mussels with garlic bread and had a glass of wine each. Delicious. The waitstaff were friendly and helpful. Would definitely go back.

“Terrible, disappointing food and experience”

We drove from
Langley to Coupeville to get Penn Cove mussels. We were expecting good food at Toby's but instead got fair mussels and horrible fish, shrimp and clam strips. The seafood was heavily battered and overdone making it difficult to distinguish between shrimp and clam strips. We regretted choosing Toby's because our time on Whidbey was short and we wanted to treat our guests to good food and a good experience. Atmosphere could have been fun if wait were shorter and good was good. Terrible, disappointing experience
