These guys have their research down pat. I took the Billy Penn tour with Free and Friendly Mark on a Sunday, and I absorbed more information about the architecture of City Hall, the historical quarrels of Quakers, and the origins of the modern price tag than I did in my entire lifetime living in the suburbs of Philadelphia. The tour starts around 2:30 in the central plaza of City Hall, but you should ideally be at least 15 to 20 minutes early. Be ready for a walk - this is a genuine tour of the city on foot! I brought water and a towel to stay cool in the May sun. If you get tired, rest assured that the route makes a pitstop at the Reading Terminal Market, which sells food and has bathroom facilities. While the tour itself is free, the folks operate on tips - but they easily deserved every penny of the $10.25 I gave them!
