We were lucky to get a hotel room the week of the BCS Championship. The International House is not in the French Quarter, but a very walkable few blocks away. It was also convenient to the casino, superdome, and convention center. We paid about 3-4x the going rate because New Orleans hotels were all charging a premium that weekend.
The room was very basic -- 2 queen beds a dresser and small closet. The bath was sufficient, but also rather small. There was no room safe, mini-bar, ice machine or vending machines. I consider those pretty standard these days. The front desk staff were nice, but seemed flustered at times especially with the hotel safe.
The bar was okay. The attached restaurant was tapas and before we were served 2 other tables walked out because they had not been waited on. The food was pretty good and we felt lucky to get any.
Our major complaint was this incredibly loud noise every hour or so 24 hours a day. At first we thought it was a car screeching its brakes on the street outside the hotel. After about 15 times we realized it must have been an a/c or heating unit. I cannot adequately describe how ridiculously loud it was. We would have done something in a normal situation, but the entire town was full so we just dealt with it.
As a value hotel, I would say this is an okay and convenient place to stay. I do not consider this a luxury hotel.
