Because Monschau is very touristic, the quality of the restaurants is not always good. An exception (which is also so for some other cities in Germany) are the bakeries. Café Kaulard offers both a wide selection of cakes as other dishes. The dishes are okay, but for a treat I would definitely go for the cake.
The interior of the restaurant is very nostalgic, which of course fits nicely in Monschau. The service is efficient but lacks friendliness.
Do not forget to buy a bag of "Vennbrocken”. These chocolates are really delicious.
