There were definitely no frills at this guest house - I had a single room with a twin bed, a desk, and a dresser (it was a bit like a college dorm room, really). It's really basic, but really good value for money. I paid basically a hostel dorm price to stay in a single private room. The bathrooms are shared which can be a problem when there are a lot of people, because there aren't a lot of bathrooms. The kitchen was fully functional and had a nice large table for a group to sit around. The decor may have been very plain, but everything was impeccably clean. The guest house was also about 1 minute walk away from the bus station, so easy to get to with your luggage. It's not super close to the beach, but it's a nice walk through the town center to get there, and nothing is really that far away in Kuressaare.
The one thing that could be a problem is that the reception is not on-site. I couldn't find anyone to open the door when I arrived. There was a phone number on the door but I had to walk around until I could find wifi to call using skype. They showed up right away once I called, though.
