If you're in Taganrog, you don't really have much options for a hotel. The locals told me that this is the best hotel around and I can believe it.
It's an interesting hotel, it's clearly from Soviet times (judging by the exterior and elevators) but it's been renovated well internally.
I stayed in a business room (double bed) for two weeks. I wouldn't suggest going with the budget room. I haven't been in one, but I assume it would be a lot more primitive than the business room.
My room was warm and comfortable. It was missing basic amenities like a safe for valuables, an ironing board (although there is one on the 6th floor) and no tea or coffee making facilities.
The breakfast is very good with a wide selection.
Again, in summary you can't go wrong with this hotel. It's very cost effective and they have a good selection of rooms, so if you're looking for comfort, then you should consider paying for a more expensive room.More
