My husband and I have been to Hotel Tilapia twice for meals. The views are absolutely lovely, especially at night, as all of the lights in the hills start to come on. I would recommend sitting up near the bar and pool, both for a great view and to stay away from the mosquitoes that come out at dusk. (I'm not sure what the price would be, but I believe you can pay a small fee to use the pool during the day as well.)
Like all Tanzanian restaurants, there is a substantial wait between ordering your food and receiving it, so plan accordingly. We've tried plenty of the Indian dishes along with the pizza and have never been displeased with the quality of the food.
Unfortunately, our friends were accused of not paying their bill in full so always ask your waiter to count your cash in front of you before you leave, just to ensure there is no misunderstanding.
