The hotel is old and is in some way affiliated with JINR, which is pretty much the only reason to come to Dubna. The rooms are small, and old...I cannot imagine that any work has been done to my room since the hotel was built in the 60s. The room smells of cigarette smoke, and the bed is a not-particularly-comfortable sofa with a sheet on it, I think. The bathroom is...industrial. The furniture in the room is very old. The decor is very old - paint is peeling from the walls. The carpet in the corridor is very old, stained and coming away from the floor. The bed linen is stained. The hotel restaurant is OK, but not cheap or particularly good quality. Of course, there's not anywhere close as an alternative place to eat. Service can be mediocre; sometimes the staff are friendly and efficient, but more likely you will wait upwards of 10 minutes to see someone at the bar and maybe 5 minutes at reception. I still haven't figured out whether you should be seated in the restaurant or just pick a table and wait to see what happens. The hotel is warm, there is a (very small) television in the room, the restaurant has an English menu and the wifi is good; so it is not all bad news.
Now, if all this sounds like you should avoid the place, then that's true. But if you come to Dubna, then I guess that you will end up staying here anyway. Bring a cushion, maybe a sleeping bag. And some air freshener.
