The room rates are quite cheap. They have 4 types of room (I guess) with 4 different rates from 70,000 to 100,000 Kip.
We were a group of 3 people, hence we chose a twin room with 2 beds, A/C, hot water, old TV. 90,000 kip for this kind of room.
As you can see in my attached photos, the rooms is average, but so dusty on the floor. I think they didn't clean it out for months. The restroom is ok with hot water, which was good as the weather in Savan was quite cold and windy at that time.
The best things of this hotel is its location. We just needed to take a few walks to surrounding tourist sights. 2 minutes walk to the Mekong River bank. The staff was just ok, not as friendly as I exptected. At least, he could speak English and gave us some maps of Savannakhet Central.

For budget travelling with friends, it could be an option for you, but shouldn't be for couple. business or family trips.

Room Tip: Better ask them to show the room before choosing one

This hotel is cheap and everything about the room speaks to that. Its not really a walk to the bus station as some have stated, though we walked it anyway (35 minutes with heavy packs, so it's doable). Its quite close to the centre of Savannakhet, but the street it is on is quite isolated. Its only really appropriate for a single night as the bed is very hard, but it worked well for us as a budget base to see the town before catching the bus onwards. One day in Savannakhet is more than enough to see everything as it is not a very tourist centred place, but it is beautiful in its own unique run down way.

My wife and I stayed here for two nights this past week. We arrived a bit late, but the staff held our room for us. Check-in was easy, and our room was nice, clean, and large. The room was secure and none of our belongings were stolen. The location of the hotel is excellent with easy access to many restaurants and shops. The hotel arranged transportation for us the next day, and again was pleasantly surprised of how nice it was. We toured the surrounding areas and went sightseeing. The only draw back to the hotel is the bed is hard, and the water is cold. We live in Asia, so for us it was fine, but a Westerner will be uncomfortable until their bodies harden and build resiliency.
It was also quite cold in Laos when we visited, and the hotel staff went and bought new blankets for us to provide warmth. I was pleased by that. If I visit this region again, I will not hesitate to stay here again.

Room Tip: Room 101 was fine, but perhaps a bit loud as it is near the street.

Stayed here one night to have basic look at the city. The hotel is cheap, like most others in the city, and its reviews marginally better than the dismal ratings of all of Savannakhet's hotels. The room floor was very dusty and probably hadn't been cleaned for a long time. Facilities are basic and its unenthusiastic staff couldn't be bothered to look at you when you asked them questions. Won't recommend this hotel but I suspect other hotels in the city aren't better.

We spent 2 nights here in the most expensive room. It was spacious but a little unclean and the bed was way to hard. It felt like sleeping on a table!
The staff was ok, although english was barely spoken.
We wouldn´t recommend this hotel.

When we arrived the staff just could not be bothered and were slumped in reception. Asking to see the rooms was not met with much of a welcome. We chose the 'best' rooms at 95000 kip which means hot water, an old unplugged fridge and tv. Bedding is clean on the upside. But the rooms are old and the bathroom had mold and was not clean. Over the road a karaoke kicks off in the evening so you need earplugs. After that stopped some people were trying to find a room with blaring tv. Couldn't wait to leave, awful. Looked like some other better hotels in town when we walked round.
